Terry Dipple

Mr. Dipple was elected to the San Dimas City Council when he was just 23, and served on the council from 1976 to 1996 and was Mayor from 1988-1996. During that time, Terry served as president of the San Gabriel Valley Association of Cities, which was the predecessor to the San Gabriel Valley Council of Governments. As an advocate of inter-jurisdictional cooperation, he initiated and advocated the formation of a JPA with a new dues structure in order to form a true “Council of Governments.” In order to make this new project work, he pitched the concept to every city in the Valley and attended city council meetings to present the COG proposal to each city. Eventually, the COG was formed and he served as its first President. As President, he played an important role in efforts to establish the Alameda Corridor-East Construction Authority, the Gold Line Construction Authority and the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy.

Cristina Cruz-Madrid

Ms. Madrid was first elected in 1992 to the Azusa City Council and served for eight years as Mayor starting in 1997. Cristina was a founding member of the San Gabriel Valley Council of Governments. In this role, she identified the need for a nature conservancy, separate from the Santa Monica Mountains Conservancy, that would address the needs of Angeles Forest and the restoration of the San Gabriel River. In order to accomplish this, she spearheaded efforts to pass state legislation by then State Senator Hilda Solis to create the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy.
